When doing anodised metals, if thats parkerized or otherwise I usually stick to one base fill layer with values and start my base materials like that. But doing a base metal (exposed metal first), and then a sort of coating layer you are gradually removing on top (using a white mask for example) also works, and I have also done it like that in the past too. Tbf I haven't noticed a real difference in those two ways of doing it. Besides that having it with two seperate materials (two seperate folders in painter, one fore metal, one for coating) allows you to have a more complex material for the exposed/bare metal.
